A good overview of cable-lashing technology

Few of our power utility clients lash their cable to steel messenger wires as cable TV and telephone companies; for power utilities, it's always cheaper to place all-dielectric self-supporting (ADSS) fiber cable up near their conductors. That's because there's always space to add an ADSS cable in the "supply" (power) region so they avoid the high cost (typically $3,000 per pole) of replacing every 5th or 10th pole on a route due to lack of space for a new cable in the communications region.

Everybody else (cable TV, telephone companies) lashes to a steel messenger wire in the communications region of the pole, an area that by law in the U.S., is 40 inches below the lowest power cable so as to provide an electrically safe working environment.
