Vandals attack electric coop's fiber line in New Mexico twice

La Plata Electric Association built an extensive fiber system to link its' rural, underserved area. Now someone has attacked it twice, and on days with heavy calling volumes; the attacks seem systematic. The motive is unknown. The cable was cut in multiple locations.

Restoration took from May 9 to May 13; this seems a long time to repair fiber cable if the utility is prepared (the big long distance carriers are so well-rehearsed and equipped that they can restore service in under 4 hours from the time of interruption), but then there may be more to this story than was reported.
