What is the meaning of "any entity"?

We'll find out in the next term of the Supreme Court when it determines the future of municipal broadband networks in many states.

"'The fulcrum point of the argument is language in the Telecom Act that prohibits the states from preventing 'any entity' from entering the local telecommunications marketplace,' said Bill Johnson, deputy director for the Missouri Industrial League. 'Any entity means any entity. A city is an entity,' Johnson said."

Opponents of municipal broadband have said in essence that cities are special entities and that states may pass laws blocking their offering telecommunications services.
