Comcast's response to Modesto's fines for poor grounding

Interestingly, Comcast alleges that the real reason the City is fining them is that the City is trying to get Comcast to build them a $2 million fiber network to link local government facilities.

I do not understand why the City doesn't just go to publicly-owned power utility Modesto Irrigation District (a Fiber Planners client, by the way) and get them to provide the City with fiber -- I'm sure MID would be happy to do so.
