South Africa: Municipal utility's BPL service dependent on new telecom rule

The City of Tshwane Metro Municipality's plans to offer telecommunications by deploying broadband over power line (BPL) will require some changes in South Africa's current regulatory framework. Tshwane is pushing the government to grant metro telecommunications licenses to municipal utilities such as theirs. Presently, South Africa is trying to develop telecommunications competition by establishing a "second network operator" (SNO) to compete nationwide with incumbent Telekom. The as yet unnamed SNO is partially owned by power utility giant Eskom and transportation conglomerate Transnet and will make use of both companies' extensive fiber networks. The SNO is supporting Tshwane's push into power line broadband.
