Utah: Roy votes to stay in UTOPIA

Roy, Utah's City Council voted 2-2 (with the mayor casting a tie-breaking vote) to stay in UTOPIA but not pledge financial backing. A 5th councilman who was pro-UTOPIA missed the meeting and did not vote.
